How to find and bid on tenders in Libya

A practical guide for international and Libyan companies. There are currently 301 open tenders on Libya Tender.

Where are Libyan tenders published?

There is no single official portal for every Libyan tender. Notices are published on several websites, most of them in Arabic only:

  • National Oil Corporation (NOC) โ€“ noc.ly publishes tenders and prequalifications for itself and many of its companies.
  • NOC operating companies and subsidiaries โ€“ for example Mellitah Oil & Gas, Sarir Oil Operations, Arabian Gulf Oil Company (AGOCO), Akakus, Harouge, Ras Lanuf, Zawia Oil Refining and the National Oil Fields and Terminals Catering Company โ€“ each on its own website.
  • Libyan Government Tenders Platform (attaat.pm.gov.ly) โ€“ ministries, municipalities, hospitals, universities and other public bodies.
  • Some international organisations working in Libya publish their own calls for tender.

Libya Tender checks these official sources four times a day and lists every notice in one place, in English, Italian and Arabic, with a link to the original.

What does a typical Libyan tender notice ask for?

Requirements differ for each notice โ€“ always read the original. Notices we monitor commonly mention:

  • A submission deadline (date and often a time), sometimes extended by a later notice.
  • A tender document (โ€œtender bookโ€) that must be collected or purchased within a set period.
  • A bid bond / initial guarantee, often as a certified cheque or bank guarantee.
  • Prequalification documents for larger oil & gas projects: company registration, experience, HSE and quality certificates (e.g. ISO 9001 / ISO 45001), financial statements.
  • Hand delivery of offers to the tender committee, or submission by email for some prequalifications.

Can foreign companies bid?

Many prequalification notices from NOC companies are open to international contractors; some require a registered branch or a Libyan partner, and some allow foreign bidders without a Libyan registration at the prequalification stage. Each notice states its own eligibility rules.
